PUBLIC HEARING NOTICE REGARDING SUBMITTAL OF A COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) APPLICATION ON BEHALF OF KIDS EXPRESS DAYCARE TO THE IOWA ECONOMIC DEVELOPMENT AUTHORITY
To comply with citizen participation requirements, pursuant to the requirements of Section 508 of the Housing and Community Development Act of 1987, as amended, the Sanborn City Council will hold a public hearing on April 14, 2025, at 5:00 p.m. at the Sanborn City Hall 102 Main Street, Sanborn, Iowa 51248. The City of Sanborn intends to submit a Community Facilities and Services Community Development Block Grant (CDBG) application on behalf of subrecipient Kids Express Daycare to the Iowa Economic Development Authority. The City will apply for $600,000 on behalf of Kids Express Daycare. Kids Express proposed project is for the renovation and improvements of a 6,000 sq. ft. wing of the Prairie View Campus building located at 610 Eastern Street, Sanborn, Iowa, for a new daycare facility serving more children than it can accommodate at its current facility. The proposed cost of the project is $1,000,000. It’s estimated 62% of the beneficiaries of this project are considered low-to-moderate-income (LMI) and $372,000 of the CDBG funds will benefit LMI persons. Kids Express Daycare will provide any local match funds for this project.
A Federal requirement of the CDBG program is the applicant (City of Sanborn) needs to complete and approve a Community Development Housing Needs Assessment prior to making an application for CDBG funds. At the Council meeting the City Council will approve a Community Development Housing Needs Assessment with input from the public. The Assessment will identify community development and housing needs including needs for low-and moderate-income persons and activities that may be undertaken to meet the needs and planned or potential activities to address these needs. The Assessment will be submitted as part of the CDBG application.
